Germaine was born in Indiana in 1970. She was raised by her parents Linda and Flavio Martinez III. As time went by she had a brother, Flavio IV and later another brother Gabriel. Germaine graduated from Bishop Knoll high school in 1989 and went on to graduate from Indiana State University. Shortly after earning her bachelors degree, she moved to Oregon with her father and brothers. Her mother moved to Oregon a few years later after retiring from Inland Steel.

Germaine met her husband Tony at the Oregon Police Academy in 1994; they were married in 1997. Germaine worked for the Hillsboro Police Department until 2004 when she left police work to teach law enforcement at the Sabin Schellenberg Center in Clackamas. In 2004 Tony and Germaine began their journey with Jesus. In 2006 they had their one and only daughter. Germaine became a stay at home mother until 2008,  when she began assisting the director at Alliance Charter Academy in Oregon City. At the time of the accident, Germaine was employed as a child forensic interviewer at the Children's Center in Clackamas County and was doing ministry to first responders with Tony. The inscription on Germaine's Marker reads, "Until we meet again!" Because Tony and their daughter both know they will meet again and are looking forward to the day! Until that day she will be deeply missed by her family and friends.
